To be clear, there is no exception for adults under the age of 21 when it comes to purchasing these right? (It's still illegal to sell/purchase to/for regardless if they have a MMJ card right?)

I've seen no actual black and white letting saying it okay to sell a bong or raw papers to people under the age of 21 (as stupid as it is to sell them product, but nothing they can use to use). Just looking for calcification.
