Indiana prisons such as Pendleton Correctional Facility and Indiana State Prison, operate programs like FORWARD (Feline and Offenders Rehabilitation with Affection, Reformation, and Dedication) and "Meow Mates," where inmates care for rescued stray cats.

These programs provide rehabilitation and companionship for both the cats and inmates, teaching responsibility and compassion to participants. 

FORWARD Program (Pendleton): Launched in 2015, this partnership with the Animal Protection League cares for abandoned cats in a specialized, donor-funded on-site sanctuary.

Indiana State Prison Program: Started nearly 20 years ago following a rescue incident, this program allows carefully screened inmates to keep cats in their cells and manage a cat therapy program to improve behavior.

Benefits: These programs have significantly reduced violence and behavioral issues, providing purpose for inmates and a safe haven for neglected, unadoptable animals.
