Puppy settles when she is alone, but treats me like I'm one of her play toys

9 week old believed to be GSD/ACD mix is very good at self soothing and going to bed when she is alone. When I go to do her potty routine she potties outside well, sits at the door to come back inside, then we do a short play session inside before nap time again. Usually maybe 15 minutes max of play time after she has pottied outside. She does okay for a couple minutes, plays with toys, but then she realizes that my hands and feet are more interesting to stab with her razor teeth.

I am trying to re-direct her nipping and reward when she is playing with a toy, but she keeps coming back to biting hard on my feet and arms, pulling on my clothes and socks and growling at me. I am trying to teach her that the biting is hurting by doing the "ow!", but I'm worried she is not picking up on the cues. She was found alone as a baby with no littermates (around 6 weeks old I believe). It feels like the "yelp" means nothing to her. I have tried a loud clap instead, or blowing in her face. It will startle her, but she is quickly unfazed and resistant to redirecting. I have also tried leaving the room for a minute. When she gets like this, I put her to bed and she goes to bed pretty quickly without crying. But I want her to feel like she can settle around me and be calm with me and not become a gremlin or treat me like a toy. If it was just nipping and biting, it would feel less chaotic, but the play growling feels like she is escalating.

Is her threshold just lower than I'm thinking it is? Will it just click one day? It feels like a never-ending loop!

Foster pup ACD mix

Any ideas on what could she be mixed with? 8lbs estimated to be 8/9 weeks. She was found all alone in Las Cruces and transferred to Phoenix, so no siblings or parent info. She is already very intelligent and observant, also is pretty independent and self soothes very quickly. Super nippy and likes to herd us humans.
