Need help

Hey everyone, so for ten years now, we've had cats in our house. For the last three years, we haven't been actively getting new cats ourselves, but people bring us sick or hurt ones they've rescued. Recently an uncle downstairs gave us this kitty and it's a Persian. My mom and I are totally stumped on how to groom a Persian cat. His fur feels really rough, and it even has some split ends. We've given him a couple of baths, but it hasn't really helped with the roughness. Could someone please give us some tips on how to care for a Persian cat?

Man, sometimes I just wish I'd never been born. My dad, he's such a loser. He actually aborted my younger sibling because he thought another kid would be too expensive. It feels like everything that goes wrong is my fault. My mom's no better, honestly. She acts like she's this big victim and that she's better than everyone, but in reality, she's just the worst. When I was about 19 or 20, she was caught having an affair, and I was just stuck in the middle of all that mess. Then there's my dad, he's so stupid and uneducated, but he thinks he's the smartest guy around. He can't even make enough money to get by. He completely ignored his diabetes meds and ended up in the ICU when he got really sick. And my mom? She didn't even care. I was the one who spent three or four days at the hospital with him. Every time I went home to shower or change, my mom would just pile on more chores. After all that exhaustion, when I couldn't keep up with the housework, she'd mentally torment me.

I just pray to God for strength and wisdom to deal with all this, or if I die, I hope he grants me heaven.

So, this literally just happened 15 minutes ago.

I was parked legally in a parking zone to get a soda from a cart. Out of nowhere, this kid on a maroon Activa slams into my car (right side of my number plate) and wrecks the rear (check the first photo).

When I turned back, I saw he had his phone in his left hand. He tried to pull the "it's an emergency" card, brakes aren't working, I am just 17, telling he was rushing to the hospital and it was his first accident. I called his bluff and told him I'm a doctor too and asked which hospital he was going to. He totally fumbled, and when he showed me his phone, he had Google Maps open to a nearby area.

I told him straight up: "Who's paying for this?" This is my dad's car. While I was trying to take some photos of the damage and his plate, the boy just took off.

I have his plate number.

What's the move here? Can I recover the expenses for the damages.
