Could a maxed out Lucario beat Street fighter?

To make this somewhat fair, we're sticking to Street fighter 1 for this one.

By a " Maxed out " Lucario, I mean an Aura Doggo with everything it possibly can have.

I'm talking all moves, items, Gimmicks, ect, including spin off shenanigans, because why not?

Let's also assume our hypothetical 'Cario has been through every games Champaign, via trading or something... it's gonna need the experience.

so, can our extra strength Empath Pootch beat every fighter of the first game? Or is this an exercise in futility?

( also all the S.F Characters are fighting types, because i know somebody's going to be a Stickler. )​​

Ash vs Link anyone?

To make this somewhat fair on the Twerp, I'm sticking to the Hero of Time specifically, meaning Link will have everything and anything from Ocorana of time, and Majoras mask.

Ash will have access to all of his pokemon, and any equipment he uses throughout the show, and more importantly, he'll actually have a brain for this fight, I won't let writing inconsistencies trip him up, for once.

Both fighters will receive bios on each other, and the fight will occur in the Willamette mall from Dead Rising, why? Because screw home field advantage

How strong is Ash's Infernape, and is he one of Ash's strongest mons(he is)

Infernape Feats:

1# Infernape when he was A Chimchar beat Paul's Ursaring A Pokemon that has only lost to Legendaries such as Brandon's Regi's and did better against Brandon's Regi's than Paul past League Pokemon with Infernape himself being the only normal pokemon to have beaten Ursaring in the entire series!!

2# Infernape beat Volkner's ace Luxray who's Volkner's strongest Pokemon, Volkner's Electivire one shot Ash's Torterra who battled on par with Birtha's Hippoudon and Palmar's Rhyperior as A Grotle!! And Volkner is still Flint's long time rival!!

3# Infernape as A Chimchar in the Giratina Movie, Pikachu and Chimchar together was able to stop Zero's Giratina Level attack from finishing off Giratina with one move each!!

Blaze Infernape vs Moltres

Infernape with Blaze has the feat of no diffing Paul's Electivire, A Pokemon that as an Electabuzz his second stage was the only Pokemon in Paul's arsenal to deal decent damage to Brandon's Regirock unlike Paul's older mons that's been to past region leagues.

Infernape with Blaze has the feat of bodying Volkner's ace Luxray. Volkner is Flint's long time rival and depicted to be near Flint's strength level. The same dude who's Infernape was able to go to to toe with Cynthia's Garchomp after beating two of her pokemon before hand.

So does Ash's Infernape with Blaze get his get back against Moltres? WITH NO INTERRUPTIONS THIS TIME(looking at you Gary Oak)!!
