Most of the modern audience understands that Psycho is a powerful telepath, telekinetic and a deranged misogynist.

a lot of that is still true about him in this golden age story, but he has a power that's referred to as ectoplasm where seems to able to materialize a pink substance that can act as either constructs or a something he can wear that perfectly disguises him as other people (probably even down to perfectly mimicking their voices since nobody ever catches on to psycho until way too late in every instance that he's using it).

getting near the end of the story, he's basically using it as an ooze to capture and possibly dissolving people (based on Wonder Woman saying that it burns).

iono, I could just be overthinking the intent behind Golden Age Psycho.
