Arceus plates are the vestiges of creating the universe capable of changing Arceus’ type and when used by lesser legendaries could blow holes in the literal universe.

Z-crystals are the severed body parts of Necrozma that are capable of changing Arceus’ type, and empower Pokémon to unleash moves far beyond what they could accomplish on their own via being empowered by the residual light of Necrozma left in the body parts. The Ultra Necrozium Z allows Necrozma to temporarily reclaim its true power, a power that let it affect multiple universes with its light and spread its light across them.

The fact they can both change Arceus’ type and that the Ultra Necrozium Z lets Necrozma reclaim power that rivals universal power leads me to conclude the items can be equal in power
