In my opinion, it was Tamayo (Muzan trusted her even after knowing what she actually thinks about him) and then Kokushibo because of his lasting loyalty towards him. Akaza comes third.

Muzan is allowing you to choose 3 more demons to add to the Upper Ranks.

So, who do you choose to add? Which ranks of the canonical Uppers would you change, if any? Can it be some demons that already existed in the story or can it be some new ones you would like to make instead?
