Windows 11, Dell, CPU speed stuck at 400MHz. Help.
I've updated my laptop in January and since then it's lagging. I reinstalled the old version of windows 11 because of that and it worked better. But the CPU speed is still stuck at 0.40 GHz. I've tried disabling C-state, Throttlestop, and it's the same when on battery and when it's plugged-in. Everything only works only for a few hours and then it's again back on 400MHz.
Model: Dell Vostro 14 3430
Using for: 2 year 5 month old
Battery and adaptor: In good state and original
Processor: 13th Gen Intel(R) Core(TM) i3-1305U
Please suggest something.
