dog to kill rika , the wild dog knock out the police officers who are providing protection to rika

Rika escapes with sato and reunites with the keichi and the group in the mountain, there is a scene where takano shoots at kenichi and the time freezes literally, the characters share dialogue like can kenichi twist his body in some way to dodge the bullet and how can they save him

My question is like htf time froze and why did noone found it weird
