problem/goal: what should i do after my friend told me he cheated and gave his girlfriend an std without her knowing?

context: my friend (not really my friend) comes from a political family, so i need to be careful. he’s planning on proposing to his girlfriend of 9 years and bragged that he cheated on her through reddit and has slept with over 60 women. he also said that in one of those encounters, he didn’t know he had contracted gonorrhea. he still had sex with his girlfriend afterward to cover his tracks and has been secretly putting antibiotics in her food so she wouldn’t know she’s being treated. he also said he transmitted the disease to a few girls, bragging that he ghosted them and never told them about his results.

questions:

is there any way to tell if someone had an std in the past after they’ve already been treated, or is it only detectable while they currently have it?

is what he did considered illegal?

what can i do?
