I’ve been searching this the same way for weeks and today it changed.

I took a Montgomery Ward open road and hacked it up into my new rear rack. Lots more to do on this bike but I wanted to show off my rack.

I put a 14/2 copper wire through the pocket for the powder cuff elastic band. Then I cut a circle of 1/2” foam and placed it in the bottom. ZIP tape for the win.
