Which countries are likely to follow the UAE in exiting OPEC?

I'm curious to see which countries everyone thinks are likely to leave next.

Best place to go to get a budget basic hair dye for teen boy? NW Beauty school? Drive to GP for phagans? Other places?

My teen son wants his hair dyed black. I'm perfectly fine with it but I'm useless when it comes to doing stuff like that. I'm willing to pay for it to get done but I don't want to pay full on salon prices if I can help it. Let me be clear, if I had the $ I would spend the $ but everything has become so godawful expensive that I need to save where I can.

So, I ask the good people of reddit, where's a good place to get a cheap but competently done dye job. Also, any advice/tips on getting his hair dyed black?
