I do not think there is any flaw in this question. Option A is the correct answer.
The context of the sentence involves dealing with blurry and inconclusive security camera footage.
"Enhance" is the standard term used for improving the quality or clarity of digital images or video footage, also because "watching" the footage will not change it from a blurry state.
"Identify" is also suitable, since the footage is clear (enhanced), the police can then recognize or "identify" the individuals involved.
Although the other words of Option B and C appear to be suitable, we can rule them out. We can rule out Option C, since "capture" is not used to refer to a legal process.
Similarly, we can rule out Option B, because "reviewing" the footage will not change it from a blurry state, even if the word "arrest" is suitable. I think this could be the reason they thought there was a discrepancy.
We can rule also out Option D, even if "sharpen" the image is vaguely suitable (although not proper) because "exonerate" means to official clear someone of blame, accusations or charges and declare them innocent, which would not follow logically as the sentence talks about punishing the criminals, so putting exonerate before this, would not be correct.
Option A seems to be most appropriate and logically congruent here. So, I found it odd that they omitted this question, it could be because the sentence talks about "punishing" the individuals involved which is not direct legal talk, perhaps if it had something oike "arrest" or "charge them," this wouldn't have happened.
