I do not think there is any flaw in this question. Option A is the correct answer.
The context of the sentence involves dealing with blurry and inconclusive security camera footage.
"Enhance" is the standard term used for improving the quality or clarity of digital images or video footage, also because "watching" the footage will not change it from a blurry state.
"Identify" is also suitable, since the footage is clear (enhanced), the police can then recognize or "identify" the individuals involved.
Although the other words of Option B and C appear to be suitable, we can rule them out. We can rule out Option C, since "capture" is not used to refer to a legal process.
Similarly, we can rule out Option B, because "reviewing" the footage will not change it from a blurry state, even if the word "arrest" is suitable. I think this could be the reason they thought there was a discrepancy.
