Ogden Valley City and Spring Lake got their incorporation certificates after January 1, so they can't levy taxes for the fiscal year that starts this July. Cutting services is also off the table.
“The only way I know how to balance a budget is either increase your revenue or decrease your expenses, one way or the other,” said the mayor of Ogden Valley City. “And right now we've got those two different laws holding our hands there.”
