Just installed the new bathtub spout and it has an uneven split flow that’s weak. Any tips?

I was recently given this clock by a friend and I am looking for any help I can get on identifying what it is. Reverse Google image search provided some answers but nothing definitive. I know it’s damaged, but I’d really love to figure out what this is. Thank you!
