Dell Precision 5680 - RTX 4090 capped at 70W while CPU hits 95°C+ (55W) - Any way to bypass the GPU power limit?

I’ve been using a Dell Precision 5680 with an i9-13900H and RTX 4090 Laptop GPU. I know this isn't a dedicated gaming laptop, but I’m seeing some frustrating power distribution during gaming :
• The Issue: My GPU seems to be hard-capped at 70W, even though the hardware should be capable of reaching 95W (TGP).
• CPU Behavior: The CPU is pulling around 55W and hitting temperatures above 95°C-100°C most of the time.
• Thermal Throttling: Because the CPU is running so hot and pulling so much power, I suspect the system is "stealing" power from the GPU or thermal throttling the whole package.
My Questions:
- Is there any way to force the GPU to pull its full 95W?
- Would a vBIOS flash (maybe from a 7680) work on this model, or is the VRM cooling too weak for that?
- Has anyone tried using PTM7950 on this specific chassis? Did it help stabilize the CPU enough to let the GPU boost higher?
I'm already using the "Ultra Performance" mode in Dell Optimizer and the "High Performance" plan in Windows, but the 70W cap won't budge.
