In Napoleon Dynamite, why does almost everyone look like they're from the 80s when it's set in 2004?

I don't have much else to say but for some reason my post needs to have at least three hundred characters so I'll just blabber on for a bit. Did Napoleon Dynamite mean anything? I understood next to nothing about it.

Just watched it for the first time and I don't really understand why its so famous. It felt really surreal/ like a fever dream to me. Almost everyone in it talks like they're half asleep or something. I didn't enjoy it that much either I thought it'd be better. Some parts were funny tho. If you like this film why so? Id give it 3/10
