Where should I build a late game base?

I built my first main base in the Grassy Plateau right beside the Aurora, and it has been a very convenient location to accessing the lower half of the map. However, it's about time for me to build my next base, as I will rarely be using the original base later in the game.

I am debating between building it in the northern Blood Kelp Zone, just outside of the entrance to the Lost River. I really like the look of this area, especially at night. Should I build it there, or would it make more sense to build inside of the Lost River? I have never taken the Cyclops inside, and it seems like it would be a lot more cramped to do so.

It probably doesn't matter all that much, but I really think it through because I don't want to regret my building location, or have to disassemble and move a base later on.

I am looking for all-season tires, touring preferred, as I have read that touring tires can offer more road noise reduction and a smoother ride.

However, they must remain at the factory tire size, which is 235/40/R18 for the sport. I'm not having much luck so far, having checked out the Bridgestone QuietTrack, and Michelin Primacy touring tires since they were highly recommended. They do not make either in the size I need, so I need to ask for other suggestions.

I saw the Toyo Celcius II, which come in the size I need and I trust the brand, but have no idea how they perform.
