Anyone know why police and fire are causing a traffic backup on route1 where it meets the ffx county parkway?

Why even offer the option to sign for packages digitally in the tracker if you're just gonna stick up a door tag anyway? Once I would think is a mistake, but it keeps happening. In fact, I don't think it has ever actually worked. So why even have the option?
