Description of Original Problem:
I apologize for the super lengthy post. My issues are so ongoing and complicated that I feel the need to be as thorough as possible.
Since I built it I've been having endless performance problems. For those who are adventurous and are deeply interested in helping, below is an imgur link that lists every problem that I have recorded thus far. (Highlighted in yellow are problems I haven't seen documented anywhere).

But, a TL;DR is that all games are underperforming, stuttering, or glitching in some way. Browsers are also stuttering while performing basic functions, and LatencyMon shows high driver spikes while idling.

Troubleshooting: Again, I will post an imgur link that shows every solution that I have tried, but in short, I have DDUd and reinstalled GPU drivers, chipset drivers, bios, wifi+bluetooth, lan, audio, and even windows itself countless times. I have no overclocking or overlay software. I have also completely replaced every part minus the GPU

Temperatures are 100% fine according to HWinfo

This is driving me absolutely insane and has been all I can think about for ages. I have no clue what to do. I basically haven't been gaming for so long because my system, despite the specs, just doesn't perform well at all. I am grateful for any and all help, and I will try my best to answer all questions and provide any requested information.

Hey all. I've been plagued by issues with my gaming pc since I built it in October and was looking for some advice. Long read ahead, sorry.

Here are links to userbench results and HWINFO temperatures. With my AIO cooler, my temperatures rarely exceed 70 degrees while gaming. Since userbench doesn't list it, I use a 1tb SSD and a 1000W PSU.

Now the problems are kind of hard to explain because it's kinda broad.
TLDR every game underperforms in really strange ways. I haven't done much PC gaming in recent do to this bumming me out but some examples:
-Wolfenstein 2 the new colossus permanently dropping down to 40fps a couple of minutes into playing
-Fortnite stuttering every couple of seconds
-Jedi Fallen Order having really aggressive and non-ignorable traversal stutter from doing literally anything
-Any game, ranging from Helldivers 2 to Super Battle Golf essentially freezing and dropping to single digit fps briefly
-Dolphin Emulator having constant stutter from opening menus, performing new actions in games, etc. This is even when hybrid ubsershaders and prebuilding shaders are enabled.
The only games that run utterly flawlessly are super small indie games. i.e., Balatro, Holocure Save the Fans, Raccoin, etc. Anything that actually requires effort to run will experience issues similar to what I described.

What have I done in attempts to fix this? I can almost guarantee any of the standard laundry list of fixes you can find on the internet I have tried. I have:
-Replaced every part at some point (not an exaggeration)
-Updated BIOS
-DDUd and reinstalled GPU drivers many times
-Updated chipset drivers
-Reinstalled windows
-Configured BIOS settings such as XMP/EXPO, Resize Bar, X3D turbo mode, PCIE gen, etc.

Really lost on what to do as it's very frustrating and has been going on for months. Starting to overthink things and wonder if maybe since my internet is also pretty bad atm if just everything I have on my computer is corrupt in some way?

There's probably some info that I missed, but here are some posts I made in the past that may give more info as to solutions I've tried. Please note I've tried everything suggested in the comments of these posts as well.

Super quick question. Got me a pair of Quiet Comfort Ultra 2nd gens and have noticed the "feature" where if there's inactivity, the next time you unpause your audio, it will fade in instead of being at full volume right away. Any way to disable this? I'm assuming not and it's a built in battery saving function.
