Is it a sneeze, cough, respiratory infection, or something else? Please tell me.

What happened to its vent / butt? Why is it pink, slightly swollen, and why is he itching it a lot? He is active, eating a lot, very playful, and his dropping/poop are also normal. The only problem is that while playing, he gets distracted by the itchy butt.
