I've heard this can be due to the F1 and F2 fuse being blown but they look fine to me it was working and charging as of like 2 days ago is there anything wrong on the board or just a battery issue

got a copy of pokémon emerald but only won't boot took the battery out and it looks like someone tried a replacement and merged the pins i have a soldering kit but i've only rarely used it should i just get a new one?
