How do I defend myself? [ep3]

The title is basically my question. How do I defend myself against the wolves? I ran out of bullets, stones are impossible to throw correctly (I'm not sure they even do anything) and the flare only keeps them away from me, and if I throw the flare at them the bar does not go down. What am I supposed to do?

I am a rural player. The closest pokéstop I can access is in another city. One weekend is not enough to collect all 3000 points that is required for the super rocket radar. I am not going to buy remote passes, and not enough pokémon spawn around me to finish the pass. I couldn't even finish the quests, because the balloon kept giving me cliff back to back instead of the other leaders.
