With a pillion rider in Smart eco mode the top bar gets reduced and speed won't go above 40. Is it normal ?

I wish to try some of the best quality sandalwood and Indian attars to gift it to my father. I am Ohk if it's on a higher range but I want authentic products. Please share w recommendations, I get to see about attar india and some kanauj distillaries products
