I’m currently watching the Patlabor series and have some questions before I start the movies

First off, I started with the 47 episode tv series and I’m currently on the final few episodes, but I’d like to know if there’s any key differences to the OVA Patlabor: The Mobile Police… is there any plot crossover with the TV series? Or are there story events that only occur in the OVA that I’d need to watch before starting the movie? I want to make sure I’m not missing anything before I start the first film. On MAL the OVA is listed as the direct prequel to the movie while the TV series isn’t, so I have that concern.

So what’s Sotoa’s angle? Are they fighting for resources? A war for water? Rare earth minerals? Oil? … expansion for expansion’s sake? Or are they like Belka and feeling cornered like rats, going for one last push for territory where they either come out on top or die with blazing guns…?

From every trailer we’ve seen so far… Sotoa gives off the vibe that it’s kind of destitute (the AC8 reveal trailer made Sotoa appear to be a poor nation)… the devs took the time and care to show them using those “Podarge” cargo birds so at the very least logistics and cargo are very important to them, enough to justify financing such a piece of equipment. The AcePedia mentions a Yuktobania-Sotoa conflict that I assume happens before the FCU-Sotoa war that this game features, I’m wondering if it was Sotoa’s attempt at gaining territory, seizing and possibly reverse engineering equipment etc and using the momentum to stage a larger conflict going forward (perhaps they are using these cargo birds to transport war spoils they took from Yuktobania)
