Can a 2017 be started without the key fob?

My mother lost one of the two keys she had for her 2017 HRV. I don't know what trim level it is, but I believe it's a base model. It doesn't have a keyless ignition with a Start button. This is the second time she lost one of the keys. The first time she paid Honda like $300 to have them make another one. I'm trying to avoid that again. Is it possible to just have someone cut a copy of the key she has and be able to start the car with just that, without the fob?

I was wearing headphones and listening to music while mowing and couldn't really hear much else around me, but I could sorta hear that my mower didn't sound the same as it did when I started a few minutes earlier. As I reaction, I let go of the bar when I went to take my headphones off to hear it better, so I didn't get a good listen to it before the engine stopped, but it kinda sounded like metal grinding/clanking/rattling. When I went to start it up again, there's no tension in the pull cord. It recoils back and there's no slack in it, but there's absolutely zero resistance when pulling it.

I'm not really handy when it comes to these things, but I'm trying to learn.

I did some searching and watched a couple videos and, correct me if I'm wrong, but it seems like the problem may be my recoil starter? It doesn't look like a hard repair (rivets kinda scare me) and something I'm willing to give a try, but before buying the parts, I wanted to ask if this indeed sounds like my problem or if there's other things I should check first.

It's a Toro 22" Recycler. Model #20332
