How do I report an illegal tow?

Car was illegally towed out of a private, gated lot in an apartment complex with over 100 units. They did not get the property owner’s permission and have no authorization on the tow paperwork. Police won’t take the report. Sending a demand letter for my money back and small claims if that fails but who do I report the illegal tow to?

EDIT: Looking for a specific number like the city of LA hotline for reporting towing or a number for city business affairs or something I can report to. Police are not helpful, leasing office is not really helpful either. I do not need to rehash if it was illegal or not. It was.

My car was illegally towed from my apartment complex. How do I get my money back?

LOCATION: Long Beach, CA.

Our car was towed out of the gated garage in our apartment complex (approx. 500 units with management onsite during the time of the tow) that we have lived in for two years. We have had the same parking spot throughout that time.

Management states they did not call the tow in and that they do not have video proof but sent in writing “This documentation serves as proof that your vehicle was parked in the correct space.”

They say a resident must have given the tow company access to the garage and had it towed without their knowledge. Towing company says we were parked in the wrong spot and do not have an authorization from property management on the paperwork because they claim they don’t need one. Do I have any recourse?

Had an egg retrieval procedure and hemorrhaged. Suggestions for what to tell the in-laws?

Aside from the hemorrhage everything went very well. 31 eggs on the first try and I did not have to stop testosterone ahead of time. Covered through my mom’s health insurance. Would have made embryos with my cis male fiancé but that was not covered.

Anyway. Pretty horrible complication. Had to have my fiancé rush me to the ER because I was in an insane amount of pain and couldn’t breathe. They immediately took me back and gave me morphine. Thankfully I was no longer actively bleeding. He thought I was dying for the half hour he couldn’t be back with me and is definitely a little traumatized from it.

Already had an awkward moment where he told his coworkers that I was having an operation on a “sports injury“ and that’s what led to the complication. He’d like to be able to talk to his family about it because he’s very shaken up and I have suggested he tell his in-laws that I was having an out-patient procedure done on a birth defect and it led to internal bleeding. He thinks that sounds “weird” and will make everyone think I have some embarrassing/gross thing going on which I do not care about. I’ve also told him that if he thinks it will help he can just tell them it was egg retrieval. We’ve already discussed that when the time comes to get a surrogate, we’ll be explaining how we are both the biological parents of our children to them, this would just speed up the timeline 5-8 years. He’s not sure about doing that but would like a more believable “lie.”

Just looking for some ideas on what we can say that will sound less “weird” to him. Happy to answer any questions about the process as well.
