I have an RTX 5070, which one do you think is better?

In many games, such as Kingdom Come 2, my 5 5600X is running at about 70–80% load, and the clock speed fluctuates between 4.2 and 4.6 GHz. The temperature stays between 65 and 68 degrees. Is this how it's supposed to be? And if it's not normal, what can be done?
