Do accounts need to be in the same family group in order to have parental controls over another account? Problem with online subscription and parental controls

I want to gift a year of the online expansion to a family member by adding them to a new family group.

However, they have parental controls managed by a primary account, and I’m not sure if that could somehow prevent my family member from joining the new group. Removing the parental controls is not an option.

I’m afraid of buying the online subscription for a year and then them not being able to join :(

I can’t complete request 96 about massive mass outbreaks in the Obsidian Fieldlands :(

I already went to 4 locations and caught and defeated some Pokémon at each one, but when I talk to Mai absolutely nothing happens. I even decided to go to a fourth one and catch and defeat those too, but it still says I still need to investigate 3. I already restarted the game and this is still happening. What can I do? Did my save file break? :(((
