How to treat cyanobacteria against the glass

Ever since my room started getting more natural light as the weather gets warmer cyano has started developing along the glass and under the substrate. It even covered the water surface lightly. I did a 3 day blackout which completely removed the surface algae but the sections under the substrate still remain. I reduced light intensity to 50 percent and also increased flow. The growth has slowed down but it comes back sometimes. I also do weekly 10% water changes. Would taping something along the sand to block light help reduce it? If not what are other things I can try before going to the specialised treatment route?
