Have the 20/720 buses been less crowded since the D line extension?

EDIT as per the comments, some bus drivers are stopping at Wilshire/La Cienega, but some are skipping it.
Transit and Google Maps both show Wilshire and Willaman being the closest 20 stop to the station, which is a 4 block walk.
Is this correct? Is there no stop directly at the train station?
Really bad hand-drawn pic to illustrate the issue: https://imgur.com/a/IwFPfRE
I know some drivers are assholes and often do this intentionally, but I noticed this happens SO MUCH more often at this particular intersection. This happens about ~30% of the times I use this crosswalk.
I actually don't think this is intentional by the driver. I believe the large T-intersection catches drivers off guard. Drivers often realize their mistake in the middle of a turn and screech to a halt, and apologetically raise their hand.
I believe this could be alleviated if the pedestrian walk sign turns on first, with the green light following after a 2-3 second delay. This seems to be the standard for many LA intersections. Where can I submit this suggestion for the city to consider?
Are there any cheaper options than the $700 Uniden SDS100? I do have an RTL-SDR but I don't want to turn on my PC every time I wanna listen
