Call before you dig issue

Input in a VA811 request (call before you dig) to mark utilities so I can fence in my property. Comcast's contractor sent it back - no utilities in scope. There is a Comcast distribution box in the middle of the designated dig zone. I guess I'm covered liability wise, but come on...

I love the concept of Jellyfin. The implementation, however, leaves a bit to be desired. I don't know if it is client side or server side but I was testing things last night and Dolby Vision and audio pass through are broken on the current server 10.11.8 and current and beta clients.

I have the server running on a UGREEN NAS and some DV (profile 7.6) content just refuses to play. Using Roku Ultra (2024), Google TV Streamer, and the Android TV client with a TSR-700 AV receiver. The Roku and Android TV clients fail to do audio pass through and don't send DV video, and often even fail to send HDR at all. I know it is not the hardware because the UGREEN Theater (android) app running on the same hardware (Google TV Streamer, HiSense u8qg) send DV video and pass the audio stream properly (display shows DV logo at start, AV receiver shows DTS:X or Atmos according to content instead of PCM).

In addition to the Jellyfin client, I've tried Wholfin which gives the similar results to the Jellyfin client.

Reviewing forum posts and Google search results suggest these are longstanding and/or recurring issues. What is the best way to help get these issues fixed in Jellyfin?

NB: the UGREEN theater app had issues with audio pass through at first, but they managed to fix it in recent updates.
