I am having a weird issue with a CF-31 Toughbook. While booted into Windows, I cannot change or adjust the brightness of the screen. I have tried using the FN + F1 and the FN + F2 hotkeys. I have tried to find a brightness setting in the advanced power plan settings under display, and I can't find a single brightness setting in any of the display settings in windows. So I tried to uninstall the Display Driver and monitor driver in Device Manager and have Windows reinstall the drivers using Windows Update while connected to the internet and restart the laptop. I then tried to uninstall the drivers and install the drivers from Panasonic's website, and I have installed updated drivers for hotkeys, display, graphics, chipset, System Interface and Video drivers, and nothing has let me change the brightness. I then did a clean reinstall of Windows 7 Pro, and it still has no option for brightness adjustment. I know it is an issue with Windows or the drivers, as when I am booting the laptop before it gets to windows, it lets me use the hotkeys to adjust brightness, and when I booted to a Ventoy USB, it also lets me adjust the brightness. At this point, I'm not sure what to do next, so I wanted to see if someone could help me fix the issue or has any idea what it is. Let me know if you need any more info about anything. I tried to include as much as possible.

I need a new AVE-RVL A Video Encoder Chip for a Wii system and I am struggling to find one for sale I have found the following listings but they are all sold out and seem to have been sold out for quite a while:
