Idle Surge, Running rich Toyota Celica 3sge gen 3

Finally got my engine swap running (Toyota celica 1997 Gen 3 3sge with a 3sge manual ecu), but it's idle surging at 1.8-2k rpm, and it doesn't go away after letting it warm up. I've checked my vacuum lines for leaks, but none exist. I've checked if the VSV is even working and pumping air/creating a vacuum, which it is.

Unplugging the vacuum sensor vacuum line leads it to idle pretty roughly at about 1000rpm, sorta sounds like a rotory.

Exhaust fumes smells very rich as well.

Any thoughts and next steps?

Swapped a 3sge into my 5sfe NZ new Celica recently. Have a strange issue which I can't figure out. The car doesn't crank; all the electronics don't work, but the high beams and normal lights work, and the indicators only work with the hazards.

I have:
I took apart the ECU, and there's nothing blown. I checked the connectors there, checked the fuse box connectors, relays and fuses, and nothing's blown there. I changed the ignition switch and tried with ones I know work, brand new battery, but still nothing.

To note, when the 3sge engine loom was in the parts car, it still functioned fine, with all the electronics working without issue.

Any ideas what it could be?
