
There's three options the FIA can standardize for this kind of situation
Don't penalize Leclerc at all - This encourages drivers with mechanical damage or failures to push flat out to finish the race without losing out to the car behind which is pretty dangerous and not the right call.
Lightly penalize Leclerc - This is what they chose. The problem is that a 20 second penalty still gave Charles points. Same with Hamilton in Singapore last year. This is arguably slightly more dangerous. What this does is incentivize drivers to push even harder with a broken car to try and ward off the car directly behind as well as try to pull away from the following 2-4 cars to make up for whatever time penalty might come their way.
Heavily penalize Leclerc - I know it's harsh, and I like Leclerc, but I feel damage like that should be race-ending. Imagine that there was another part of his left front suspension that wasn't initially broken, just weakened. If Leclerc is still pushing down the back straight, it could break under high load, and now Leclerc is headed into the wall at 200+ miles per hour. Nobody wants to see that. So if you give a driver the mechanical black flag, it's by far the safest option.
