is this PD? please help!

I developed a dry patch on my skin last April. I was prescribed hydrocortisone and advised to use it for four weeks, but it didn’t seem to help, and she asked me to use it for 4 more weeks, so I stopped. Since then, I’ve tried several treatments without success. I’ve consulted three different doctors, all of whom diagnosed it as eczema and recommended topical steroids along with moisturizers. However, I’ve been hesitant to use steroids because the patch tends to return once I stop.

The dryness is limited to this one area and hasn’t appeared elsewhere on my body. For skincare, I regularly moisturize with Bioderma Atoderm Intensive Baume and seal it with Vaseline. I also use CeraVe Hydrating Cleanser on my face after showering with cold water. Despite consistently following this routine, I haven’t seen any improvement over the past year. It always looks like this. I would really appreciate some advice
