I’ve got this stuck towbar and ball and can’t get it out for the life of me

It’s basically rust welded and not budging only slight wiggle side to side

I’ve sprayed it with wd-40 a bunch and that didn’t help
I tried using a little handheld flamethrower and only for a little bit but that didn’t work

I’ve tried using a punch chisel thing to do it and gave it some good wacks but that didn’t work either
I tried removing the tow ball with a pair of locking pliers but to no avail and just rounded the bolt slightly

Do I need to get penetrating fluid and spray that for a couple of days and try or attach it to something solid and drive forward to remove it

I was going for the 16 to leave tops then I hit double 7. I then went to 2 and hit double 2 by accident and then hit double 19
