[PS3] Can’t get the thermal paste stuck in between. Any suggestions?

I just bought this PS3 12GB and upon closer inspection, the motherboard has something that looks like gunpowder residue, in the first picture, and also something that looks like dried up solder flux in the second picture. Can I just spray some 99% IPA and clean it with cue tips?
