First truck, weird options

I’m 16 and I just bought this K2500 for 2 grand on Saturday, it runs and drives great, very little rust, and out of curiosity, I searched the VIN on this website to see what it was optioned with, and it has a lot and some of them make little sense, like “incomplete” and “front seat delete”, but after using other websites, they all confirm this. Would I be able to register it?

Guy says the title was signed over to him, but I’m not sure if you can do that to the same title twice. He bought it off an old dude and is trying to sell it for profit, title is still in the old dudes name but was “signed off” to him. It’s a 1991 Chevrolet K2500 with the tbi350 and I’m paying cash. Here’s what he said:
