Budget WU Standard Deck

Hey all! Im working on a WU enchantment budget deck. I have most of it where I want it I think but im split on which of these cards are better. The two I’m torn between are [fresh start] and [noggle the mind]. Both are 1U, both have flash, and both remove all abilities. Fresh start gives it -5/-0 and noggle the mind turns them into a 1/1 noggle. Against a counters deck, I think fresh start is the one to go with but against a big stompy deck I’d say the noggle? Should I just sideboard with 1 set and main board with the other?

Hey All! I started playing magic when Duskmourn came out and I went kinda heavy on Assassin's Creed fat packs. I pulled the showcase copy of Ezio and he was the first commander I built that wasn't an upgraded precon. I couldn't really get him to do what I wanted and kind of shelved it for awhile. I've put it back together and I felt like I had it at a good place but I'm still struggling with it at the table. I'm not sure if its not muliganing well or the cards themselves (or if this is just an underwhelming commander). I was hoping to get some feedback from the community and see if you guys had any input for me. The deck link is below.
