Booking.com customer service does not help resolve dispute

Dollar/Thrifty processed a duplicate charge for a rental car and added fuel charges after I immediately returned the car (it had a full tank). The agent neglected to inform me that I had already prepaid for the reservation before I drove away from the airport. After getting to my hotel, I reviewed my credit card transactions and realized the mistake, so I returned the car. Customer service requested documentation and explanation as proof. After complying fully, the documentation and prior conversations were dismissed and requested multiple times. I was duped on a prepaid reservation with Booking.com (aka Priceline)! These companies are intentionally defrauding customers while they are supposed to be relaxing on vacation, not expecting such practices by global multinational enterprises. I disputed the charges with American Express, but the ultimate remedy is small claims court for my $579.50 rental fee. I wouldn’t recommend giving your business to these crooks.
