If I want to create a scalloped gather like this should I cut the bottom tier with 1.5x the length of the top panel curve with the curve at the same height? Any suggestions or issues with this? I want an elevated maxi tier skirt.

In search of a pattern similar to this rtw dress I have. I don't trust my drafting abilities and want a square or scoop neck. Or tips if I decide to go for it.
