What is this growing on the side of my cactus?

Could I chop it off and plant a new cactus from it?

Are these new plants or branches growing from the main plant?

Also should I remove them? I quite like the shape the trunk has already so I would ideally like to remove them but I don’t know if it would be best to let them grow first and then remove and repot them?
