Im 5’7 155lb eat 130g of protein daily lift 4x a week been for 2 years now I can’t build muscle what am I doing wrong?

Im 5,7 155lb I eat 130-150g or protein daily I eat maintenance lift 4x a week sleep 8 he’d but can’t seem to build muscle do I cut or bulk what should I do?
