Classic Who back on Tubi? (In the US at least)

I was watching another show (The Prisoner, which fun fact has Ron Grainer as composer) on Tubi today and after I was done and returned to home, I was suddenly greeted with Classic Doctor Who on the carousel things. I search "doctor who" afterwards and find out that all the Classic Who stuff had come back. From what I remember, Classic Doctor Who left Tubi some months ago due to licensing reasons or something, which was sad but since it was also available through the official Doctor Who: Classic YouTube channel and to a limited extent on Pluto TV, it wasn't the biggest loss. Now it appears to be back on Tubi, which is good I suppose, though it does makes me wonder a bit: is there something deeper to this or is it just a distribution license renewal and nothing more? Either way, I'm glad it's back on Tubi as a way to watch. The YouTube channel is good, but I remember the Tubi versions being a bit more digestible in format.

THEORY: Was Geoff the Robot modelled after Davros?

This is Geoff the Robot from The Late Late Show with Craig Ferguson. And I noticed, like Davros, he can only move his right arm. I always wondered why they did not fix that, during the long run of the show. Given that Craig Ferguson is a big Doctor Who fan, I can't help but ask, if he was modelled after Davros.
