Why did Aquila not use guerilla warfare or modernize the military when Corvus and Cetus were going to war?

It's simple: Lucas Silva one time inspected the army while high and believed building fortifications but using outdated technology and keeping the army small would surely make Aquila win a war anytime.

I Made Cetan Flags In Different Ideologies, Yes I Know Most Of Them Do Not Exist In Actual Forma, Theres Only Actually 3 Main Ideologies In Forma, Nationalism, Monarchism, Republic, i know but it would be cool if they had more real-world Ideologies,so i made them, what are your guys thought on this?
