My dad thinks the Internet is being spliced into his neighbor's

Howdy all! I have no idea what I'm doing and am in need of your expertise.

I recently helped my dad switch to Spectrum. He went out back to check the cables and they had cut the old orange cable (see pic 2). I don't know what that one was for. He lives in a duplex, and he knows the neighbor had spectrum already, so based on the way the new orange cable + the white cable + the splitter are connected, he thinks that the Spectrum guy set them both up to share a connection. I am doubtful that it works the way he's assuming it does, but I don't know enough to dispute it.

Does he have a legitimate concern, or is everything working how it's supposed to? I don't want to say he's paranoid, but he is getting a bit fixated on it and I want to put his mind at ease. If anyone can explain this in a way I can understand (and then relay to him in a way he can understand) I would greatly appreciate it.
