I want to use my mother’s surname

Problem/Goal:
I want to legally change my surname from my biological father’s surname to my mother’s maiden surname (currently my middle name). I no longer want to carry my biological father’s surname.

Context:
My biological parents were never married, pero I still grew up using my biological father’s surname. When I was in Grade 10, umuwi siya sa province and slowly naging absent na siya sa life ko. Barely any communication and halos wala na ring sustento/support. By the time na first year college ako, I decided to completely cut him off because I realized na hindi niya rin naman ako kayang suportahan properly. There were times I had to beg for his support since being a first year college means more gastos. Since then, my mom and stepdad have been the ones supporting me, and honestly mas naging father figure pa yung stepdad ko kaysa sa biological father ko. I’m now a graduating college student and already an adult, kaya napapaisip talaga ako na gusto ko nang palitan surname ko.

Previous Attempts:

I’m still confused if someone in my situation can legally change their surname just because they no longer want to use their absent father’s surname.

- Possible ba ito sa Philippines?
- Need ba consent ng biological father?
- How difficult/expensive is it?

Would appreciate advice from anyone who experienced something similar 🙏
